Code Rule 56 Changes
Greetings;
NYSDOL is pressing ahead with their planned revision to ICR56, although movement through the regulatory process has slowed release of the proposed changes for public hearing until at least December and likely early next year. Perhaps the departure of Senior Engineer Chris Alonge from the NYSDOL Engineering Services Unit earlier this fall has contributed to the delay.
The proposed changes address fire and life safety issues to ensure that asbestos abatement projects are conducted consistent with the NYS Fire and Building Codes. NYSDOL is also considering changes that would affect abatement and monitoring procedures, included expansion of the incidental disturbance provisions to include “small projects” and standardization of air sampling technique. Take a look at Mr. Alonge’s presentation on the proposed changes from the ’12 PACNY conference but don’t take everything there verbatim, as there’s been some changes to revisions by NYSDOL since Spring.
