NYS Rental Registry: What Landlords Need to Know

New York State rental property requirements are continuing to evolve, and landlords, property managers, and contractors should understand how lead safety regulations may impact their properties and renovation work.

If your rental property was built before 1980, there is a strong chance that lead-based paint may be present. With increased attention on lead exposure prevention and rental property compliance, many municipalities are strengthening inspection, repair, and documentation requirements through local rental registry programs.

Why This Matters

Lead hazards remain one of the most common environmental concerns in older housing. When paint is disturbed during renovations, repairs, or maintenance activities, lead dust can spread throughout the property and create serious health risks — especially for children.

Failure to follow proper lead-safe work practices can result in:

  • Violations and fines
  • Failed inspections
  • Delays in rental approvals
  • Liability concerns for landlords and contractors
  • Costly remediation work later on

Understanding the rules before beginning work can help avoid unnecessary headaches and expenses.

EPA RRP Requirements

The EPA’s Renovation, Repair and Painting (RRP) Rule requires contractors performing work in pre-1978 housing to follow lead-safe work practices. In many cases, landlords performing maintenance work themselves may also benefit from understanding these requirements.

Lead-safe work practices include:

  • Proper containment procedures
  • Dust minimization techniques
  • Specialized cleanup methods
  • Proper documentation and recordkeeping

Training helps ensure work is completed safely while reducing risk for both tenants and property owners.
